Brouse Welcomes Two New Partners to the Firm

Brouse McDowell, a leading regional business law firm, is pleased to announce that David E. Schweighoefer and Irving B. Sugerman have joined the firm.

The two bring a wealth of experience in their respective practice areas. David joins the firm as a partner in its Health Care Practice Group, an area in which he has over thirty years of experience, while partner Irving Sugerman brings over thirty years of litigation experience to the firm.

David Schweighoefer represents and counsels numerous clients on regulatory and corporate compliance program development, patient rights, informed consent policies, and procedure development. He has helped both health care facilities and providers operate successfully in today’s changing regulatory environments. He also develops MEWA and VEBA compliant health insurance programs for clients and advises clients on matters related to the implementation of the Affordable Care Act. David currently serves as outside general counsel for FrontLine Services, Inc., formerly known as Mental Health Services, Inc. Prior to his career in law, he served as a CEO at hospitals in Milwaukee and northeast Ohio and was the COO of a multi-hospital regional system.

He is currently an adjunct professor for his alma-mater, Cleveland State University’s Cleveland-Marshall College of Law, where he teaches courses in Fraud and Abuse, Health Care Law, and Psychiatry and the Law. David and his wife are co-founders of the non-profit, Emergency Medical Services Outreach Fund of Hudson. In addition, he is a member of the American Health Lawyers Association, the Cleveland-Marshall College of Law Advisory Council for Health Law and Public Policy, and is a graduate of the Leadership Hudson Class of 2010.

Irv Sugerman is well-known throughout the northeastern Ohio legal community for his unique knowledge in the areas of land use planning, zoning, economic development, and real estate. Through his years of litigation and trial practice, Irv has become a leader in governmental law and litigation, as well as mediation and alternative dispute resolution. Irv serves as the law director/solicitor for five political subdivisions; Copley, Springfield, and Coventry Townships; and the Villages of Peninsula and Lodi, and also regularly represents many other northeast Ohio political subdivisions. He also represents property owners and developers in Board of Revision tax appeals, eminent domain proceedings and other real estate matters.

Prior to joining Brouse McDowell, Irv served as managing partner for a local law firm. He currently serves as an Adjunct Professor of Negotiations at The University of Akron School of Law where he was awarded as the John R. Quine Outstanding Professor in 2011. Irv currently serves on the Board of Directors at Stewart’s Caring Place. Previously, he served as President of the Shaw Jewish Community Center, the Jewish Community Board of Akron, and the Ohio Jewish Communities.
